The implementation of the Mukhyamantri Anila Bhagya Scheme involves several government departments, each responsible for a specific aspect of the program. These departments include the Food Department, Consumer Affairs, Civil Supplies and Legal Metrology, Karnataka Building and Other Construction Workers’ Welfare Board (KBOCWWB) under the Department of Social Welfare, Department of Labour, and Department of Forest Ecology and Environment.

• Funding allocation for the scheme is based on the number of beneficiaries identified by the respective department heads. Each department allocates funds to the Department of Food and Civil Supplies, which is responsible for executing the program.
• In cases where applicants fall under multiple categories, preference is given according to the following order:

1. Forest Department
2. Construction workers
3. SCP/TSP
4. Food Department

• The Deputy Commissioner facilitates the monthly disbursement of funds to a designated gas agency, covering the Security Deposit (SD) for the cylinder, regulator, Suraksha Hose, DGC booklet, inspection and installation fees, and the first refill fee for Mukhyamantri Anila Bhagya Scheme beneficiaries.
• The Department of Food, Civil Supplies, Consumer Affairs, and Legal Metrology receives transfer payments from other departments for their respective beneficiaries. Additionally, the subsequent filling fees are reimbursed to the petrol agency upon submission of a claim, processed on a quarterly basis.

Implementation of Mukhyamantri Anila Bhagya Scheme

The Mukhyamantri Anila Bhagya Scheme is executed through a structured process outlined as follows:

1. Beneficiary Selection: A district-level selection and monitoring committee, headed by the district’s responsible Minister, is responsible for selecting beneficiaries.
2. Identifying Non-Gas Household Residents: The committee receives a list of residents without Ration Cards for households lacking gas connections.
3. Phase-I Beneficiary Calculation: The Member Secretary, following the methodology employed for Phase-I objectives within the state, determines the number of Phase-I beneficiaries per district’s Fair Price Shops (FPS).
4. MLA Involvement: MLAs serving on the selection committee for Phase-I beneficiaries receive MMABY guidelines from the Member Secretary, along with a target list categorized by FPS.
5. Finalizing the List: If an MLA cannot finalize the Phase-I list within a week of receiving it, the District Selection Committee recommends the appropriate authority for list finalization.
6. Beneficiary List for FY 2017–18: The Forest Department has determined the list of beneficiaries for the Financial Year 2017–18, with the responsibility for entering their applications in the Common Application Form assigned to the RFO.
7. Ineligibility of Ujjwala Yojana Recipients: Existing Pradhan Mantri Ujjwala Yojana recipients with gas connections do not qualify for the free gas stoves and refills under this program.
8. Application Submission: Female family members, aged at least 18 years and holding a PHH/AAY ration card, who are informed of the Phase-I beneficiaries, can submit MMABY applications at designated locations such as the Gram Panchayat office, Jana Snehi Kendra, or Bangalore 1 center, using the prescribed form.
9. Aadhaar Verification: During the application process, Phase-I applicants must provide their Aadhaar number and confirm the presence of a gas connection at their residence.
10. Selecting an Agency: Applicants have the option to select their preferred agency while completing the application.
11. Endorsement and Verification: Qualified Phase-I beneficiaries receive an endorsement, confirming their eligibility to apply for MMABY.
12. Food Inspector (FI) Verification: The food inspector reviews the application and assigns a unique Consumer ID for all future transactions. Applicants receive an SMS notification upon FI verification.
13. Distribution: Beneficiaries receive a photocopy of the check and the list of beneficiaries from the food inspector. To claim the benefits, they provide the LPG distributor with the completed application form, MMABY acknowledgment, photocopy of the check, and release order.
14. Release of Subsidy: Upon receiving approval from Oil Marketing Companies (OMCs), the distributor releases the Subsidy Voucher (SV) to the beneficiary and records their information in the FCS software’s web portal using their login credentials.

Application Procedure for Mukhyamantri Anila Bhagya Scheme

The application process for the Mukhyamantri Anila Bhagya Scheme involves the following steps:

1. Rural Areas: Residents in rural areas are required to visit their nearest Gram Panchayat office to obtain and submit offline application forms for the scheme.
2. Urban Areas: Urban residents should visit their respective ward offices to initiate the application process for the scheme.
3. Application Review: Once the applications are submitted, the applicant’s information is cross-referenced with the SECC-2011 data list. This verification ensures that the applicant has not already availed a free LPG connection under the PM Ujjwala Yojana.
4. Rejection of Duplicate Applications: If it is found that an applicant has already benefited from the Ujjwala Yojana, their application for the Mukhyamantri Anila Bhagya Scheme will be rejected.
